About the Author
José Woldenberg Karakowsky is president of the General Council of the Federal Electoral Institute of Mexico. He is the coauthor (with Ricardo Becerra and Pedro Salazar) of La mecánica del cambio politico en Mexico: elecciones, partidos y reformas (2000).
