Edgardo Boeninger
Edgardo Boeninger, after serving as a key advisor to Patricio Aylwin’s successful presidential campaign, was appointed to the cabinet as minister secretary general of the presidency in Chile. One of his country’s leading political thinkers, Dr. Boeninger held the post of national budget director under President Eduardo Frei from 1965 to 1969, and was rector of the University of Chile from 1969 to 1973.

Consolidating the Third Wave Democracies
The global trend that Samuel P. Huntington has dubbed the "third wave" of democratization has seen more than 60 countries experience democratic transitions since 1974. While these countries have succeeded in bringing down authoritarian regimes and replacing them with freely elected governments, few of them can as yet be considered stable democracies.
