Francisco Villagrám de León

Francisco Villagrám de León has served as Guatemala’s vice minister of foreign affairs and ambassador to the United Nations and the Organization of American States. He is currently a fellow at the Center for the Defense of the Constitution in Guatemala City. This article is based on remarks he presented on 26 July 1993 at the U.S. Institute of Peace Conference on the Constitutional Crisis in Guatemala.
